ENGINEERING DESIGN, PERMITTING, AND CONSTRUCTION ADMINISTRATION SERVICES FOR GARDEN CITY GYMNASIUM COMPLEX
The City of Garden City, Georgia, is requesting qualification proposals from qualified firms to perform architectural/engineering design, permitting, and construction administration services for a new gymnasium/community center and multipurpose recreational complex to replace the existing Garden City Recreation Center. The existing Garden City Recreation Center is located on approximately 5.7 acres located at 160B Priscilla Thomas Way in Garden City. The City presents this "Request for Proposals" to describe its needs and the criteria which will be used to determine the election of services.

The City Staff has been notified of an error in the proper advertisement for the mandatory pre-bid conference requirement.
Since the bidding requirement of the attendance at the pre-bid conference on August 19, 2022, at 10:00 a.m. at City Hall was not stated in the City's publicly advertised Request for Proposals and is not otherwise required by any State or local law, regulation, or policy, the City is waiving the requirement due to the lack of adequate notice to potential bidders.

Background
The City of Garden City is offering for sale to the public a prime residential development opportunity on U.S. Highway 80 in the City. This residential development is positioned on the north side of U.S. Highway 80 just West of Griffin Avenue. The site is generally rectangular in shape with approximately 500 feet of frontage along the northern side of U.S. Highway 80 with a depth of over 900 feet. The site is bounded on the East and North by existing residential properties and on the West by an existing commercial/industrial facility. The site consists of four(4) parcels totaling 10.596 acres (9.296 acres of usable uplands and 1.3 acres of wetlands). A boundary survey would provide the exact acreage as well as identify any existing encroachments over property lines. If a boundary survey is performed, it may be beneficial, or even necessary, to have the survey recorded in the form of a recombination plat to remove the interior property lines and create a single lot of record.
The City is currently soliciting Request for Proposals (RFP) from prospective developers for the purchase and residential development of above-mentioned property having Chatham County, Georgia, Tax Parcel Nos. 6-0926-05-016, 6-0926-05-018, 6-0926-05-019, and 6-0926-05-020, and legal descriptions set forth on the attached Exhibit "A" which is incorporated herein by reference for a more particular description of said property (the "Property").
This RFP is intended to identify the individual or firm that can offer the highest quality and most desirable land residential development proposal/project, at the greatest benefit to the City of Garden City.
In order for the City to provide the best information, any questions pertaining to this RFP should be submitted in writing to C. Scott Robider, City Manager at SRobider@gardencity-ga.gov so that the City may formulate a written response.
The City will accept sealed proposals at City Hall, 100 Central Avenue, Garden City, Georgia 31405 until 1:00 PM on Friday, September 8, 2022. The proposer acknowledges that the expenses incurred to prepare a submittal in response to this RFP will not be reimbursed by the City. Statement of Qualifications and Proposals will be received by the City of Garden City for Water & Wastewater Operations Services. The City of Garden City, Georgia (City) is accepting sealed technical and fee proposals for Disaster Debris Removal, Reduction, and Disposal Services. The City invites qualified vendors to submit a proposal responsive to the specific requirements set forth in the Request for Proposals (RFP).
Proposals must be submitted with all required submissions included. Failure to comply may preclude consideration of the proposal. Each vendor is responsible for full and complete compliance with all laws, rules and regulations which may be applicable.

The envelope must bear on the outside the name of the Service Provider and the Service Provider's address and contact information (name and phone number). No Proposal may be withdrawn or modified in any way after the deadline for Proposal openings. No faxed or electronic submissions of Proposals will be accepted.
Proposals will be publicly opened and only the name(s) of those Service Providers responding and Fee Proposal will be mentioned. Proposals must be valid for sixty (60) days following the opening date.
The City may request additional information by Service Provider, including a presentation if needed, to clarify elements of their Proposal. The City also reserves the right to make independent investigations as to the qualifications of each Bidder, including contacting existing customers or site visits to existing operations.
The City reserves the right to reject any or all proposals, waive technicalities and make the award in the best interest of the City.
Project Description
The Garden City is seeking competitive bids from qualified Contractors interested in entering into a contract (the "Contract") for providing the City with mowing and maintenance services as described in the following RFP. The anticipated start date is May 4, 2021.
Project Schedule:
Contractor is expected to mow and maintain all roadways as described in the project description and attached exhibit on a semi-monthly basis throughout the contract term. Contractor shall provide the City a schedule of roadways to be maintained monthly, on or about the first (1st) of each contracted month. The City reserves the right to make reasonable modifications to this schedule if agreed to by all parties.
Contract Term:
This Contract will run from 05/04/2021 thru 12/31/2023 with two (2) one (1) year options. The City reserves the right to amend the start and end date of the Contract as determined by the needs of the City and based on seasonal conditions within the City.
Uniform Requirements:
Contractor's employees must be in uniform at all times with the company name displayed. A tee shirt uniform is acceptable. Employees are to conduct themselves in a professional manner and their appearance should be neat and professional at all times. Service provider is required to adhere to all GDOT standards and safety regulations for conducting work on or near ROW routes.
Scheduled Hours:
Roadway work hours of operation shall be Monday— Friday, 7:00 AM to sunset, excluding holidays. Exceptions to these hours may be approved by the City due to extreme circumstances. All requests for exceptions to these hours must be in writing and approved prior to change.
Instructions to Service Providers
No Service Provider's employees or anyone representing the Service Provider shall contact by any method any City staff or elected officials from the date the RFP is advertised until the time of official award. The primary method of contact that should be utilized is email to ensure that all questions are properly addressed by the City to all prospective Contractors. Examination
The Service Provider is advised to examine field conditions within the City to become fully informed as to their existing conditions. Failure to examine the City will not relieve the successful Service Provider of the obligation to furnish all products and services necessary to carry out the provisions of the Contract.
Determination of Successful Service Provider
If awarded, the Contract will be awarded to the most responsive and highest value Service Provider according to the criteria described in this RFP.
Responsiveness
The City will consider the degree to which each Service Provider has submitted a detailed Technical Proposal and Fee Proposal without irregularities, excisions, special conditions, or alternative proposals for any item unless specifically requested in the RFP.
Proposal Form
Proposals shall be submitted as called for in the RFP. The Service Provider will submit three hard (3) copies of its Technical Proposal and one (1) copy of its Fee Proposal. In addition, an electronic copy of each shall be submitted on a thumb drive.
Submission of Proposals
Proposals received after the scheduled bid opening time and date will remain unopened and will not be considered. The Service Provider shall package and seal its proposals so that they are not damaged in mailing. The original Technical Proposal and Fee Proposal are to be packaged together with a thumb drive electronic copy in the same envelope but sealed separately. The Service Providers should provide two additional copies of the Technical Proposal in hard copy format in the same envelope. Do not include pricing in your Technical Proposal document.

2021 LMIG ROAD IMPROVEMENTS
The Work includes resurfacing of Pineland Drive and Fall Avenue of approximately 3,150 linear feet (LF). The Work includes approximately 940 tons of asphalt pavement including leveling, and surface courses, shoulder grading, milling, temporary and permanent striping/marking, permanent grassing/stabilization, traffic control, and other related work. The work is required to be completed during the summer school break between May 22, 2021 and July 30, 2021 due to the project's proximity to Gould Elementary School.
Separate sealed Bids for construction of the 2021 LMIG ROAD IMPROVEMENTS will be received by the City of Garden City, Georgia (also referred to as Owner) from General Contractors, including all associated work labor and materials, equipment and appurtenances required to complete the work.
Bids will be received at the City of Garden City, 100 Central Avenue, Garden City, GA 31405, at 2:00 p.m. legal local time, Tuesday, April 20, 2021 and then publicly opened and read aloud. Bids submitted by mail or courier are required to be delivered before the Bid Opening time stated above and should be addressed to City of Garden City, 100 Central Avenue, Garden City, Georgia 31405, Attention: Ronald Feldner, City Manager.
No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder is pre-qualified with the Georgia Department of Transportation (GDOT) and has received a Certificate of Qualification in accordance with the rules and regulations approved and adopted by the State of Georgia Transportation Board. Bidder must provide evidence of compliance with this requirement.
No bid may be modified, withdrawn, or canceled for a period of sixty (60) days after time designated for receipt of Bids or until notified by Owner, whichever is sooner.
Bids must be accompanied by a certified check or Bid Bond in the amount of five percent of the bid amount. The successful bidder must be able to provide a Payment Bond and Performance Bond within ten days of Notice of Award. The Payment Bond and Performance Bond must be in the amount of 100 percent of the contract amount.
A non-collusion affidavit must be completed and submitted as part of the Contractor's bid.

Background
The City currently operates its solid waste and recycling collection and disposal services through a private Service Provider. As of January 31, 2021, the City has the following cart breakdown: 1,898 trash and recycling customers with one set of carts; 73 with an additional trash cart; and 20 with an additional recycling cart.
The current rates charged by the existing Service Provider to the City are as follows:
Solid Waste, Recycling & Yard Waste Services $17.52/month
- Additional Solid Waste Cart $9.45/month
- Additional Recycling Cart $4.09/month
