Garden City Town Center
The City of Garden City is soliciting proposals for the purchase of its fee simple interest in that certain property constituting a portion of its Town Center development on Dean Forest Road in Garden City, Georgia, shown and designated as Block 1 (2.8 acres), Block 2 (1.6 acres), Block 3 (3.6 acres), Block 5 & 6 (6.5 acres), and Blocks 7, 8 & 9 (4.6 acres) on the Garden City Town Center adopted Master Plan dated July 2010. The Master Plan was unofficially modified in association with a real estate appraisal conducted by Integra Realty Resources (IRR) in January 2016 for the purposes of developing an opinion of the market value of the aforementioned Blocks, said property comprising a total of 19.10 acres, more or less, and being portions of Chatham County, Georgia, Tax Parcels Nos. 6-0989-01-075, 6-0989-01-070, and 6-0989-01-0008B (the “Property”).
The goal for soliciting proposals for the purchase and development of the Garden City Town Center Property, or portions thereof, is identifying the individual developer(s) who can offer the highest quality and highest desirable land development proposals/project(s) at the greatest benefit to the residents of Garden City.
All proposals will be evaluated initially by a team of reviewers lead by the City Manager, and ultimately by the Mayor and Council, based on relevant factors including, but not limited to, purchase price, the qualifications and experience of the developer, the consistency of the proposal with the City’s current Town Center Master Plan concept, as well as any suggested modifications to the adopted Master Plan, and the construction schedule for the developer.
A request for proposal (RFP) package setting forth all of the criteria for selling/purchasing the Property, or portions thereof, are available for examination at City Hall, 100 Central Avenue, Garden City, Georgia, 31405 during normal business hours. Interested parties shall contact Ron Feldner, City Manager at rfeldner@gardencity-ga.gov or 912-966-7777 to obtain a copy of the RFP package via email for their review and use.
Sealed proposals shall be received by the City Manager until 2:00 p.m. on March 21, 2016, at which time all proposals will be opened and then evaluated for the criteria specified herein and in the RFP package. The City shall reserve the right to request, through its City Manager, clarification of information submitted in the proposals and to request additional information from one or more developers.
Upon the acceptance of a proposal by the Mayor and Council, the successful developer shall be provided thirty (30) days within which to finalize negotiations with the City Manager and complete a Purchase and Sale Agreement for the Property being sold/purchased, or portion thereof, as well as a Development Agreement. Both agreements are subject to the approval of the Mayor and Council at a formal meeting of that governing body. Upon the execution of such agreements, the purchaser shall be required to provide the City an earnest money deposit in the form of a cashier’s check equating to five (5%) percent of the approved purchase price for the Property(s), or portions thereof, being purchased.
The Property(s), or portions thereof, shall be sold for cash on an “as is” and “where is” basis without recourse against the City and without representation or warranty of any kind or nature with respect thereto. The Property(s) will be sold subject to any outstanding and ad valorem taxes (including taxes which are a lien, but not yet due and payable) and any matters which might be disclosed by an accurate survey and inspection of the Property(s), as well as any and all assessments, liens, encumbrances, zoning, ordinances, restrictions, covenants, and matters of record.
The City shall reserve the right to reject any and all proposals in its discretion, to negotiate with the individual developer(s) submitting the highest and most responsive proposal, to re-advertise, to abandon the sale, or to waive any informalities or irregularities in the solicitation process.
The City also reserves the right to sell the Property(s) either as one parcel, separately in Blocks, or in any combination of Blocks, and to solicit separate proposals therefor.
Minimum purchase prices for the Property(s), and portions thereof, are set forth in the above-mentioned proposal package.
No bid proposal may be withdrawn for a period of sixty (60) days after the deadline for submitting proposals or until notified by the City, whichever is sooner.
Garden City supports submissions from firms that demonstrate a commitment to equal opportunity and minority owned businesses are encouraged to respond.
All documents, conversations, correspondence, etc., between the City and the developers are public information subject to the laws and regulations that govern the City, unless specifically identified otherwise.
By participating in this RFP process, the developer agrees to hold harmless the City as well as its officials, agents and employees from all claims, liabilities, and costs related to all aspects of the selection process.
All expenses relating to any response to this RFP, or other expenses incurred while the selection process is underway, is the sole obligation and responsibility of the developer.
